When I freeze rows or columns the area frozen is limited by an axis. How do I remove or change the position of these lines?

When you apply the Freeze Panes feature the freeze affects all rows above &
all columns to the left of the selected cell. The lines cannot be dragged to
reposition them. Turn the feature off by going back to the Window menu where
the same command will read as "Unfreeze Panes", select the appropriate cell
the turn the feature on again.
