Freeze header on master page

I've built a website using publisher in the past. Somehow I managed to
freeze the top horizontal menu bar, so that when I scrolled it didn't
disapear off the page. I can't remember how I did it! Any help greatly
appreciated. I'm using 2007 now, but I think 2003 when I did it last time.

Chances are you used the insert html code fragment tool to insert some
framing code, as this functionality is not built in Pub 2003 or 2007.
Framing has fallen out of favor among web designers, and you should probably
not be using it for lots of reasons. Just Google "framing a website" or some
such for all the many arguments against its use. In the future, please post
web design questions to the web group and we will try to help you there:
