Freeze Pane option in Vista

How do I access the freeze page option as it is there but not highlighted
therefore wwhen I click on it nothing happens.

Do you mean Excel 2007->View portion of the Ribbon?

It should be available unless you are in Edit mode. Press ESC key and then
try...
