Would like to set up a formula that returns a value if the date is 12/31/??
and another value if it is any other day of the year?

Hi

One way
=IF(TEXT(A1,"MMDD")="1231","yes","no")

Substitute whatever you wish for "yes" and "no"

=IF((MONTH(TODAY())=12)*(DAY(TODAY())=31),1,0)
will return 1 on Dec 31
will return 0 otherwise
