Front Page 2002 - Background setting

Page Properties does not have a background tab.
The instructions show the tab but it does not exist on my
copy.
Does anyone know why this might happen?

Are you using a theme on the page? If so, the background is controlled by
the theme, and the tab will be unavailable.
