Try WordPress :
www.wordpress.org or
www.blogger.com (there are many, many
others - use Google to find them).
If you mean one that integrates into your site design, the above may be able
to do this but otherwise it would take hours to custom-write an application
such as those above.
There's no in-built Blog in FP 2003 if that is what you were asking.
