Front Page with subwebs and subdomains

I am not sure if this is possible. Here is the scenario

Windows2000 server

IIS sites
1. domain.com
2. dev.domain.com

domain.com's file location
1. e:\www\domain.com
2. e:\www\domain.com\dev

Front Page is setup for #1. There is a subweb setup for #2. What I want
to be able to do but does not seem to work is have the developers be
able to go to in the Front Page client "http://dev.domain.com" instead
of "http://domain.com/dev". Anytime I try and connect via
"http://dev.domain.com" it says

The folder "http://dev.domain.com/" isn't accessible. The folder may be
located in an unavailable location, protected with a password, or the
filename contains a / or \.

When connected to "http://domain.com/dev" it works ok.

When the e:\www\domain.com\dev folder is NOT a subweb, I am not able to
"Extend" FP to the http://dev.domain.com site. It gives some error
about being under a different root FP site.

Is there anything that can be done to make this work?

Did you log into the server with your Administration site and set up the
subdomain? If you did, did you make is so that the access is available
either public or member's only? If you did all that and it doesn't work,
check with your ISP.

Thank you for your reply. Yes the subdomain is fully accessible, though
I do not fully understand what you mean. I have full admin access to
the server and all server functions so if there is something specific
you are referring to I can double check it.

I forgot to mention I tried configuring the subweb user permissions.
The user permission page for subwebs has these two options:

1) Duplicate parent web permissions
2) Use unique permissions

When either of these is chosen and you click submit, it goes to the
"spinning gears" page for several minutes then returns back to the same
permissions page with the two options. In effect, it seems to not
actually do anything.

I have the festering feeling it is not possible to do what I want. Does
anyone have any idea?
