Frontpage 2000 - "Server error: Cannot close file "service.cnf""

I saw the above error message last night for the first time while trying to publish a web site in Frontpage 2000. I had never seen this message before and I have successfully published this web page several times in the past after updating it. Why this and why now? What can I do to fix this?
