Frontpage 2002-setup website-pages not showing in file list why?

I'm using Frontpage 2002 to set up a website. I'm to the point where I want
to format my headings and the instructions stated to select Folder List. I
clicked on Folder List I have private and images and to the right of my
screen I have all of my web pages. According to the example in the
instruction book, I should have my web pages listed under images. I don't
and cannot go any further because I am not able to connect my pages. Can
someone give me some direction, please?

Explain can't connect
from your list of files just double click any .htm file to open it or right click it to set its properties
