Frontpage 2003 bug or inexperienced operater?

Does anybody know what can cause a new layer to become stuck in the absolute postion. Selecting the blue layer handles in a new or existing page does not move or stretch the layer anymore. This all happened around the time I was inserting DHMTL onto a page that contained behaviors and some word art. That’s when things went crazy
I rebooted, and reinstalled the software but it's still not working like it used to. Does anybody have any ideas on how to fix this problem and get my layers moving again….
Thank
robert

I opened the page in FrontPage, and was able to both move and resize the
layer (div).
