FrontPage 2003 How to free rotate photo?

Setting a photo at other than 90 degrees.

I want to free rotate, but the only options are flip right or left 90
degrees or 180 degrees.

The free rotate is option is there but it is greyed out.

The "Free Rotate" features is only availble for VML Graphics objects and,
unfortunately, there are so many problems with VML objects that you should
always avoid them.

The best approach is to rotate your pictures in a real picture editing
program.
