Frontpage 2003 Problem: Cannot Insert Date Time

I have just installed Frontpage 2003 (upgraded from 2000) and the Insert
Date and Time command is never enabled (unavailable). I've tried the menu
item from both the code and design Views and it is still grayed out.. I've
tried it within a form tag and still cannot insert a date time field. I'd
like to include the date and time with the e-mail being sent when the form
is posted. Does anyone know why the date time isn't available or have a
workaround?

Tools Page Options Authoring - Select Complete (under FrontPage and SharePoint Technologies)
- or Enable at least the Author-time Web Components
