frontpage 2003 source control problem: not prompted to check out f

I am not getting the prompt to check out files

I followed instructions To turn on source control in FrontPage 2003 and made
sure the Prompt to check out a page when opening a file is checked.

I also recalculated hyperlinks, even though this was not prompted when I
changed the site settings

Hoping someone can help out with this problem
