FrontPage 2003-Table Properties Menu Options too long for screen

There is an extra space between the LAYOUT option boxes and the start of the
BORDERS options -- which extends the whole TABLE PROPERTIES menu options
below and behind the DESK TOP options at the bottom of the screen.
If this extra space were removed - the TABLE PROPERTIES menu options would
fit the screen.

That extra space is there for an item that only shows in foreign
language versions.
