Yes they can.
I have FP 2003, Expression Web and SharePoint Designer all running in Windows XP.

Yes. Just do a custom install and put them in separate directories.

Thanks for the info. I didn't want to install SharePoint designer and
lose frontpage as I will have to do support with both.
