FrontPage editing problems

I can't figure out what's going on here. I'm trying to
set up a new author to a web site that's been up and
going for years. I set up a new user just the week
before and everything went as expected like every other
time a new author has been added to the server. When I
set up this user with rights to author a subweb, they can
log in fine. When they try to edit or create anything
and save it, a message comes up that says; Server error:
Cannot create form <filename>. When I give this person
rights to another folder on the web that is not a subweb,
they are not able to login. I tried setting up other
users with the same results. I have gone so far as to
give them full rights to these folders. I still receive
the same results.
The only thing that has happened differently from a week
ago is that I upgraded my workstation with FrontPage
2003. I am the administrator for the server and the
website. I wouldn't think upgrading my PC would make a
difference on setting up authoring rights on the server.
I have gone so far as to reboot the server just case
there was some garbage boggling things up.
Anyone have any suggestions on what else to try?

Have you tried running Server Health with all the Fix
options checked?

No, I'm running a 2000 server with 2002 extensions, but
I'm not using Sharepoint services yet.

The 2002 extensions have a Server Health feature. To find it:

1. Open the server's root Web in FrontPage.
2. Choose Server from the Tools menu, and then Administrtion Home.
3. Under Server Health, click Check Server Health.

When I go to the root web and open it in FrontPage and go
to Server under the Tools menu, my Administration Home is
light and won't let me select it. The only thing I can
select is Permissions. What do I need to do so that I
can make my selection?

Actually after I went to Permissions in this same place I
noticed next to this user it only said Browse. I edited
that to Author and everything is working! So thank you
with that. I don't understand what has happened though.
I have never set any permission in that way before. And
I would still like to know how I can get to the server
health.

On the Server open IIS and select the Root web properties, or try in the browser
