frontpage.exe entry point not found

upon starting front page Beta Test 2003 i get the
message: frontpg.exe-entry point not found. The procedure
entry point? UDC_LOCATION_STS_URL@CUDCDoc@DDW@@CC2QBGB
could not be located in dynamic link fpcutl.dll

steps i have already taken:

i repaired and reinstalled front page -- opened front
page received same message

i deleted fpencode.dll, fpsrvutl.dll, fpwec.dll,
fpwel.dll; then repaired and reinstalled front page --
opened front page received same message

uninstalled front page and reinstalled entire program --
opened front page received same message

ANY SUGGESSTIONS?????

Did you install the MSO BETA first or just the FP BETA
Have you upgraded the MSO BETA and then the FP BETA to BETA 2TR
The BETA2 Technical Refresh information for MS Office 2003 is at

FYI - You must have BETA2 installed for any of these download REFRESH patches to work
