How do I expand my navigiational tool bar margins so the text doesn't cut off
in Frontpage?

You modify the theme to use larger images or reduce the font size or the amount of text to be
displayed.

you can make a new image for those buttons and customize the theme. It must
be physically wide enough to contain your text.

alternatively you can customize the theme to use smaller text on the buttons
(which is probably a better idea).
