FrontPage personal webserver is not able to use port 80

I see a few similar yet different problems, my exact error message is
"FrontPage personal webserver is not able to use port 80. There may already
be another server running." I just installed FrontPage97 which I had on a
previous computer, and I just want to create a single web page on my PC, not
on the Web. So, 1. why does it need a port at all if it is local, 2. where
can I change this parameter and 3. how do I figure out what to change it to?
Very grateful for any help!

FP97 is not support under Windows 2000 or higher...

Thanks Rob, I did try something like that and got the same message.
