frontpage roles

Can the front page roles be restored from back up if yes
would the metabase.bin file be involved? and how? any help
would increase my life span

The metabase.bin file is the metabase for IIS. It is not specifically
related to FrontPage. The file you are looking for is called roles.ini, and
it can be restored.

You can't restore permissions. They have to be reset.
