frontpage should let me customize keyboard shotcuts

in word i could use keyboard shortcuts via tools/customize menu but in
frontpage it doesn't let me to customize keyboard shortcuts

and then there is no option for "keyboard"

view/toolbars/customize/rearrange commands/modify selection
the options are ->
- reset
- delete
- name
- copy button image
- paste button image
- reset button image
- edit button image
- change button image
- default style
- text only (always)
- text only (in menus)
- image and text
- begin a group
- assign macro

where can i change keyboard shortcuts from the options above

(in "word" there is a button named "keyboard" but in frontpage i couldn't
find it)
(i'm using frontpage 2003 11.5516.5606)

The Keyboard shortcut letter is Always the letter following the & in the Name

... vs

is there a way to change a menu item's keyboard shortcut like these above

Why does it exist only on Microsoft Word?
Why this limitation is so old (since first version of Microosft Office for
Windows 95) and was not covered yet by Microsoft?
