linked style sheets, or Shared Borders and Themes.

Linked Style Sheets.

DWT's aren't supported on servers running the FrontPage Server
Extensions.

The whole Navigation View / Shared Borders / Themes thing is a
beginner aid that hasn't changed though several releases of FrontPage.
It's not very flexible, and its getting a bit long in the tooth.
