FRONTPAGE: Why is my PUBLISH WEB file menu selection disabled?

I'm trying to publish my website from Frontpage, but the 'Publish Web' File
menu selection is disabled. I can't figure out why.

You must have a web open (File Menu | Open Web / Site) then you can publish.
