Frontpage will not insert theme graphics

Hi al

I have Frontpage 2000 and have used it for years but since i have installed it on windows 2000 pro when I apply a theme to a page it will not insert all the graphics for the theme. It will insert the background pic but that is all. I can insert them manually but the program is suppose to insert all graphics automatically. At least it has before on other machines and operating systems. Any suggestions? Any help will be deeply appreciated.

The other graphics in a theme come from Nav bars / Banners (using navigation view)
