What is the difference between a new web page and a new web site? What files
are created when you create a new web site? I have had some trouble using
shared borders when the file is not in a web site folder. Any thoughts?

A web PAGE is a page that is located in a WEB.
When FrontPage creates a new website, it also creates several folders and
prepares the site for components and storage.
If you try to use borders without first creating a website, FrontPage is
unable to deal with it.
