FTP uploading web page

Publisher 2002 SP3

when try to upload via publisher or leech both indicate "not allowed"
however other files (x.doc, x.text) upload fine from leech. Yahoo says its a
publisher issue.

found the answer in another post: in Publisher, select File: Export as Web
Page (html format) and save desired web page on ftp server as "index.html".
