Future tasks with work ahead of time

I have a co-worker of mine who has a project schedule with 2 tasks
with future dates. The resource assigned to the task has already
completed some of the work and entered hours against the task.
However, the PM has not received any of the updates to approve the
hours the resource put in. One of the tasks has a start no earlier
than and the other task has a finish no later than.

Any advice would be appreciated.

What version of Project Server? 2002, 2003, or 2007? Also, is the PM
certain that the team member actually submitted the task update for
approval? Let us know.

It is 2003 Dale and yes the time was actually submitted.
