GAL check in rules doesn't work

Using Outlook 2002, I've created a rule to move any mail that doesn't come
from somone in our GAL to a junk folder, but it never works:

Apply this rule after the message arrives
Sender is in Global Address List address book
move it to the Test Rules folder
and stop processing more rules

The exact same rule using my personal address book does work:

Apply this rule after the message arrives
Sender is in Contacts address book
move it to the Test Rules folder
and stop processing more rules

Any ideas why it works for contacts but not for GAL? It's very frustrating
