Gantt Chart - Defining Start & Finish time just has HH:MM format

1- Is there any way I can define my project starting & finishing time JUST IN
HH:MM format? My project total time is just a day.

2- How can I set my time format to 24 Hours. I can do it just for one
specific project, for Visio in general, or I've to set it in Windows ?
