Garbled Word Attachments - Outlook 2003

Sorry for posting here, I couldn't find another newsgroup that seemed more
suitable to this type of question.

I'm looking into this problem that one of my coworkers is having. He is the
recipiant in a relatively long list (~15) of e-mail addresses. This message
contains a Word attachment. When he views the attachment, all the text is
garbled. The following is an example:

xQFcCgAAMAsAAIwVAAAAAAAAuBoAAAABAADeKQAAGAAAAAAAAAAAAAAADioAAMwBAADlLgAAPAAA
ACEvAAAAAAAA9ikAABgAAAB1MwAAAAAAALgbAAAAAAAAdTMAAAAAAAAOKgAAAAAAALgbAAAAAAAA
9AkAADwAAAAwCgAALAAAAOAJAAAAAAAA4AkAAAAAAADgCQAAAAAAAOAJAAAAAAAAAgDZAAAATG9j
YXRpb24LTGlldQdTUDQgRjEgY29uZmVyZW5jZSBSb29tIDQHB01lZXRpbmcgRGF0ZQtEYXRlIGRl
IGxhIHLpdW5pb24HSnVuZSAyMiAyMDA1B0ZpbGUgTm8uC0ZpbGUgTm8uBzEwODIwLTMzMTIyLTIw
MC0wMDAHBwcHBwcHB1Byb2plY3QLUHJvamV0B0FDUiAxMDAwBwdTdWJqZWN0C1N1YmpldAdBQ1Ig

He is running Office 2003 and hence Outlook 2003 with SP1 on a Windows XP
Professional laptop with the Japanese MUI.

The sender has sent him a fresh copy but the problem persists.

Another recipiant on that list is also using Outlook 2003 and XP Pro with
the Japanese MUI Pack, so I have ruled that out as a possibility.

All other recipiants recieve the file fine in plain English.

What could be wrong?

Try setting the Outlook email format to either plain text or
to Hyper Text Markup Language (HTML) format.

1. On the Tools menu, click Options, and then click the Mail Format tab.
2. In the Compose in this message format box, click Plain Text or HTML, and then click OK.

Sorry, my coworker's busy and I'm just curious.

The message format can have an affect on how attached Word documents are
displayed?
