I want to load a resource on a project that is always
dedicated 4 hrs day to that task within that project. No
matter what that resource fills in the actual work field,
I always want 4 hrs a day scheduled for that resource on
that task. How should I go about doing this?

What you are asking for is impossible. When you initially assign a resource
to a task at 50% Units, Microsoft Project will schedule the Work on that
task with a flat pattern of 4 hours per day. However, when the resource
begins entering actual work on the task, the pattern of remaining work on
the task will change, unless the resource enters precisely 4 hours of Actual
Work per day.

In the following example, a resource is assigned at 50% Units to a Fixed
Units or Fixed Work task for 5 days:

Name M T W Th F
Task A 4 4 4 4 4

The resource enters 2 hours of Actual Work on Monday of the first week.
Based on these actuals, Project will reschedule the 2 hours of uncompleted
work to the end of the task as follows:

Name M T W Th F M
Task A 2 4 4 4 4 2

If the task is a Fixed Duration task, then the 2 hours of uncompleted Work
from Monday will be added to each of the remaining days of the task as
follows:

Name M T W Th F
Task A 2 4.5 4.5 4.5 4.5

I believe from what you tell me that you have set this task as a Fixed
Duration task. My explanation stands as given in my previous reply, so
please reread what I said to your initial message.

You cannot make the crazy numbers disappear, or prevent them from occurring.
The software is just doing its job, and there is no way to forbid Microsoft
Project from rescheduling uncompleted work. Hope this helps.
