General Protection Fault in module User.exe in Excel 2000

I cannot get Excel 2000 to open on my windows 98se system.
I have uninstalled it and reinstalled it several times and
I keep having the same problem. It was running fine a few
days ago and now I can't get it to come up. This is the
error I keep getting:

EXCEL caused a general protection fault in moduel USER.EXE
at 003:00003d32.

Open windows explorer. Do a search for ".xlb" without the quotes. When the
file is found, delete this file. Now open up excel. The .xlb file is your
menu settings. When you reopen excel, it will create a new .xlb file.
