i just want to make sure my self.
1.if i have project using generic resources, before i import project i go to
resource sheet--add colom generic and fill with yes. is it correct? or i
should fill with no?
2. In step 2 importing project, should we import this generic resources to
pwa or we don't need to import them do pwa?

1. If a project contains Generic resources, go to the Resource Sheet view,
double-click the name of each Generic resource, and select the Generic
checkbox in the Resource Information dialog. You can also temporarily
insert the Generic field and select the Yes value, if you wish.

2. Before you import the project into the Project Server 2007 database, I
would recommend that your Project Server administrator created Generic
resources that correspond with those in local projects. This way, when you
import a new project into Project Server, the system will automatically map
the local Generic resources in the project with enterprise Generic resources
in the Enterprise Resource Pool in Project Server 2007. A quick way to
create these enterprise Generic resources is to use the Import Resources
Wizard (Tools - Enterprise Options - Import Resources to Enterprise) with
each project containing local Generic resources.

Assuming i didn't import generic resources to enterprise, what will happen?
is it ok if i do that?

Publishing a project with local resources is okay, in 2003 it gives a spool
error, in 2007 it doesn't give an error. However, if you are using the
import tool, I think you have to match all the local resources to enterprise
resources or the import fails.

If you don't import Generic resources into the Enterprise Resource Pool,
then they will remain as Local Generic resources in each enterprise project.
