Generics in templates

Is it a good idea to create a project template with all generic resources in
the project team ? This should make it easier to assign tasks to a generic
without going through build team first. Or is there a better approach ?
Which other properties are recommended to be set in a template ?

If you're going to add them to the team, why not add them to their
respective task assignments? That would be a best practice in creating
templates.

The templates only have summary tasks; the sub tasks are not stored in the
template.
