German computer system - change to English to hook to ADSL/Cable

I purchased a laptop in Germany and all the systems info is in German. How
or what do I need to do in order for me to not only switch the language
settings, but what do I need to do to enable me to hook up to a local
service provider in Canada?

There is no language "switch" other than to purchase
and install English versions of your software. Installing
an English version of Windows XP requires a "clean install".

You need to get an English version of Windows to change the language to
English. If you didn't purchase one in Germany, you'll have to buy one
in Canada.
