German language selection does not work

I installed in the MSOffice 2003 also the MUISETUP for didffrent languages
and chose English and German.

When I go to Tools, selct the language as German, the go to Tools again and
select German
it goes back to English and does not check the highlighted content written
in German.

Ideas????
