get Runtime ?

What exactly is the differences between Access developer extensions and
Access Runtime ?

Does MS-Access 2003 Professional include the MS Access 2003 Developer
extensions ?
If not, do I need to purchase it ??

The runtime is the free executable version of Access that allows a user to *run*
Access apps, but not to develop them. It is provided free to users by the
developer (not by Microsoft). The developer obtains the rights to distribute
the free runtime by virtue of purchasing the Developer's Tools.
