Getting company addressbook via owa

1. Is there a way to get access to the company address book in Entourage via OWA access without access to an LDAP server?

2. If not, is there a way to sync the company address book locally?

I can see the entire address book if I login with a web browser, but I can't see it in Entourage.

I have an AppleScript that will help you search your GAL when connected
via OWA:

"Accessing the Global Address List from Home"

Unfortunately, no.

I can see the entire address book if I login with a web browser, but
I can't see it in Entourage.

You can search the GAL through OWA but you can't browse, even with OWA.
To browse (scroll through a list of users) you must be connected
internally to a Global Catalog server.
