Getting error - 'This Modification Is Not Allowed Because the Document Is Locked

I am getting the error 'This Modification Is Not Allowed
Because the Document Is Locked' for all word documents
(even when I open a new document) on my PC.

I got a workaround for this from the link:

The link provides the below workaround but sice the menu
options 'comment' and 'Protect Document' are disabled so
I cannot use the workaround:

To work around this behavior, do one of the following:
On the Insert menu, click Comments.

Note If you insert your comments in this document, you
can save your changes and then return the document to the
sender with your comments.

-or-
On the Protect Document task pane, click Stop Protection.

Note If the Unprotect Document dialog box appears for you
to type a password, the document is password-protected
and you cannot stop the protection on this document
unless you know the password.

Thanks a lot for the reply.

I am not sure how to activate the program. When I open
the application I don't find 'Activate product' under the
menu 'Tool'. Any way all the other options under the
menu 'Tool' are also disabled.

I have a Office Basic Edition 2003. And I am experiencing
the similar problem with Excel.

reached the limit for the number of activations under the
Licenced agreement.I guess I tried to uninstall and
install a lot of times while trying to correct the
problem.

Do you know what I can do next? Is this something I can
get corrected by calling customer support...

Phone Microsoft: follow the alternative Activation option and it will give
you the telephone number. Providing you have a legitimate reason for
multiple activations, they will give you a new code on the phone.
