Getting pictures to remain in e mail templates

I would appreciate any advice that any of you can provide. I have created an email stationary template to use in Outlook Express that includes 3 graphics. When I send the e mail, everything is received with the exception of the graphics. How do I get them to "stay"? This is similar to when you create stationary in Outlook Express and insert a graphic, except that mine don't stay with the email when I send it. Any thoughts?

The graphics would have to be inserted
from a "public" location such as a server / web site,
for them to work by using a link to the image.
FrontPage does not *embed* images like OE does.

In Outlook Express when you *insert* an
image, the image is embedded in the e-mail *file*
