Getting Project Server error (5001)

Dear All
I have trying to restore the project server, but getting the error

"Project was unable to log you on at this time because the Project
Server database cannot be accessed. Please try again later or check
with your Project Server administrator. (5001)"

I tried the http://support.microsoft.com/kb/839773 but no success.

What can be the problem
