Getting Re-Authentication Prompt when trying to access Risks and Issues

We are using a new Project Server 2003 SP2a implementation and are
having authentication problems with certain portions of Project Web
Access. Here is what happens:
Certain users get a re-authentication prompt when they go to the Risks
or Issues section of Project Web Access and click on a project that
they wish to display Risks or Issues. No matter what logon
combination is used, access is denied. There appears to be no pattern
to this problem. I have 2 project managers in a specific security
group that have this issue. The other 5 users in the same group
experience no problem whatsoever. They all have the exact same
Project Server permissions. I have yet to find an explanation for
this and would greatly appreciate some help from someone more
experienced than myself.
