This is normal for Outlook 2003 cached mode because the offline address book
is used *most* of the time. It may take up to 24 hours before the end users
see the new addition. Here is why...
1) Exchange 2000/2003 builds the offline address once a day (generally at 4
or 5 am)
2) Outlook 2003 only downloads the offline address book once a day
So to see the new entry faster, one would need to increase how often
Exchange builds the offline address book (or do a manual build). The end
user would have to include synchronizing the Global Address List in their
send/receive settings.
