Global changes don't work in footers & headers

I have a document that I set up using section breaks in
order to get chapter and page numbers. I update it often
and need to change information in the footer. When I use
the change all option, it finds only the one change in
the current section. Is there a way to change all across
all sections in the footers?

You mean Replace all?

If the information you are putting in the footer also appears in the body of
your document (i.e. in headings) take a look at the StyleRef field.
