Global & Personal Address Books

I have a need to get a Global address book from a network onto a PC that is
not on that network - ie onto a Personal Address Book.

Is it therefore possible to download a Global address list to a file and
subsequently import to a personal address book on a PC that is not on any MS
exchange server?
