Global Time Sheet Settings in Project Server 2002

Is there a way to make a global timesheet setting in PWA (2002). For
instance, add the % complete field to the PWA timesheet instead of the
% work complete field (for all timesheets).

I know you can add fields on a plan by plan basis, how about a global
setting?
