Is there any way to get rid of project-level custom
outline codes? How about project-level custom fields? How
about code mask levels?

Get rid of how? To delete them from the Enterprise Global, Checkout the
global, open the organizer and delete the custom fields from the global.
Alternately, you can edit the fields one-by-one removing the customizations
by resetting to the default values.

If you "Rename" and delete the name, any formulas and any
lookup table values, then those fields will show up as
just the project name for that field. Thenn go into
Tools -> Organizer and click on the fields tab and delete
them out of both sides of the list boxes.
