Graph Object Formatting

I have searched I belive for an answer but couldn't find on. If I missed it,
sorry. I have a report with a graph on it. It is very simple. The graph
displays correctly. However, I have the Value Data Labels turned on. I have
formatted the Data Labels to use the Number format, with 2 decimals
displayed.

However, if I save this then display the report, the numbers display 9
decimal places. i.e. 1.333333333 instead of 1.33 as I wish. What am I
missing?
