Graphic getting bumped into header

When I insert a photo and select Layout + Square, and my text is near the
top of the page, the photo is moving to the header portion of the page.
When I try to drag it back, it goes right back to the header section. I am
in Word 2002 with XP. Any solutions?

Can you get it to position correctly if you go into the Format dialog box
and use the options available in the Layout/advanced/Picture Position
section?
