i wish to create a graph that has only 2 values. the first value is a
yield, 3%, which i would like to be a bar; the second value is -10%, which
is a policy constraint that yield shall not fall below, which i would like
to be a line covering the entire graph perfectly horizontally. this line
represents a floor that the bar shall not fall below. it would be nice to
have the phrase "policy floor" along the line.
some info in these graphs may have -11% as yield and -10% as floor, thus the
bar would protrude below the floor line, indicating they are out of policy
and need to fix it.
